2018-01-29去年十一月,特恩布尔政府就计划修改入籍测试,重点考察新移民是否能够接受澳洲生活方式和社会价值观,而不再是澳洲历史、政府等方面的简单常识性问题!
政府希望借由这样的入籍测试,将包括极端分子、寻衅滋事者、游手好闲者等在内的少数不安分子挡在澳洲大门之外。
之前Peter Dutton并未对此做出评论,不过近日他终于发声,希望各方就新的入籍测试展开讨论,以决定是否可以通过入籍测试将“居心不良”的入籍申请人(如帮派,犯罪及恐怖活动参与者)踢出澳大利亚。
近期澳洲开展了一系列的反恐行动,部分新入籍的移民在澳洲境内进行犯罪或恐怖活动后被抓。
因此Dutton部长呼吁实行更严格的入籍测试。他称:“我们要了解申请人是否遵守澳洲法律法规;其子女是否入学接受教育;是否身体健康,有就业能力;是在职状态还是长时间领取政府补助等。”
比如题目可以改成这样的:
Dutton部长认为这样的入籍测试,可以检验申请人是否接受澳洲社会价值观,是否真正融入或愿意融入澳洲社会,是否会对澳洲平稳的社会治安造成威胁。
如果不满足要求,就不应该被授予澳大利亚公民资格!
然而一些社会团体提出了质疑,他们认为入籍测试不应该将新移民妖魔化,也不应该不公平地针对某些入籍申请人。
澳洲移民委员会(Migration Council Australia)首席执行官Carla Wilshire称:“不断改革,更新入籍测试很有必要,但是我们要十分谨慎,不能把新移民妖魔化。”
她说:“公民身份和强烈的归属感一直是澳大利亚多元文化主义的核心。在考虑任何变革之时,我们都必须十分小心,确保不把新移民关在澳洲大门之外。数据显示,外来移民很少领取政府补助金,且他们子女的学业表现也都在平均线之上。”
Wilshire女士认为,澳大利亚需要为新移民改变“文化取向”,强调性别平等,公平正义。
澳洲民族联合会理事会(Federation of Ethnic Communities' Councils of Australia)主席Joe Caputo说:“修改入籍测试时,我们首先要确保不针对难民及其他弱势群体。”
他认为,要帮助新移民更好地融入澳洲社会,好的安置项目以及相应的公民教育比单纯的入籍测试要重要的多。
现行的澳大利亚入籍测试是从题库中任意抽取的20道多选题,内容十分广泛,涵盖澳洲政治、历史、地理、体育、传统文化以及公民的责任与义务等等,申请入籍者必须答对15道以上才可以。同时申请人需要通过品格测试,有犯罪记录者也无法顺利入籍。
